16. The question here is that since the light can only be granted as a matter of free will, how is it certain that man will be worthy of it? God answers with the verse from Samuel, indicating that He brings about things so that in the end all will be worthy of this Light, and “none will be cast away.”

The “Light” created before the world also alludes to the fact that the World to Come was created before the universe (see 160).

This Light is represented by a crown, since with regard to the World to Come it is taught that “the righteous will sit with their crowns on their heads” (Talmud, Berakhot 17a). This means that the highest Light, which emanates from Keter-Crown, will then be comprehended by man.
